Government drops COVID certificate requirement for outdoor events

The Estonian government today adopted an order in accordance with which those attending outdoor events will no longer have to present a COVID certificate from 14 February.

The order pertains to all outdoor places and activities that to date have been required to check people’s COVID certificates, including sports and cultural events, sports venues (ice-skating rinks, ski slopes, etc.), entertainment events, catering and exhibitions.

Nevertheless, given the ongoing risk of the spread of the virus, outdoor events should still avoid people gathering too closely together, taking into account the permitted number of participants and/or attendees and dispersing them if required so as to ensure that people are in close quarters to one another (e.g. in the starting areas of competitions and at entry points to event venues) for the shortest possible time. The recommendation remains in place for masks to be worn at outdoor events wherever possible and practicable.

There have been no time restrictions on outdoor events to date and none have been established with the new order.

The new rules do not extend to temporary ‘indoor’ spaces such as marquees, for which COVID certificate requirements remain in place. So as to prevent the spread of the virus, event organisers are within their rights to establish stricter requirements than those set out in the government order.

Both the Health Board and the government’s Scientific Advisory Board supported dropping the COVID certificate requirement at outdoor events. The same position was reached by the government on Tuesday.
